Traditionally, carnival time gave the public a chance to let off some steam and indulge themselves before the deprivations of Lent. Nowadays, it's a perfect excuse to break up the boredom that arrives with winter and, this being the Côte d’Azur, a way of attracting tourists in the low season when the weather has a good chance of being fine. The Monte-Carlo Rally returns to the World Rally Championship (WRC) for 2012 after a three-year absence. It was dropped in 2009 over an alternating venue ruling and, in what one suspects was a fit of pique, decided to continue with the not so restrictive but not so prestigious IRC (Intercon-tinental Rally Championship).
